+One-line Summary: start of ecesm model branch "ihesp_embedded-master"

+ecesm is the same as cesm2.1 except there is a new ocean component
+that is an ocean-coupler (ocpl) that embeds a regional roms model 
+into a global pop model. The ocpl is an ocean component that connects 
+to the standard cesm coupler.  The ocpl takes data from the cpl and 
+sends it to roms and pop, manages the coupling between roms to pop, 
+merges their surface states, and sends this composite ocean state to 
+the cesm coupler as if it were simply one global ocean model.
+
+The Externals.cfg file will continue to contain pop, but will also 
+have a roms component and the new ocpl component.
+This initial tag collects all the required component models (ie. adds
+roms and ocpl to the Externals.cfg file), but does not yet run.
