fix CIME Externals to account for NEMO

CIME Externals updated to version accounting for NEMO

initial implementation of NEMO in cesm2.1

cime knows about ocpl comp, pop & roms are ocpl subroutines

branched from cesm2.1.1, with embedded branches for cime, pop, roms

new roms tag, compiles out-of-box on ada & cheyenne
